Terry, FYI - HTML is highly proprietary when created by most
any HTML tool.  Text formatting on the other hand is largely
unreadable, and also does not support the several excellent
diagrams and active table of contents in this document.

BTW - the Steering Committee has agreed on PDF as the format
for ebXML documents - so I may suggest you avail yourself of the 
several freeware open platform readers for PDF that are available.
