I agree that the document aspect has not received the attention it deserves. In UBL 1.0 we've addressed this by providing a complete mapping of the UBL documents to the UN Layout Key and associating all the UBL documents with freely available XSL-FO stylesheets from Crane SoftWrights that can be used with any conformant XSL-FO formatter to produce printouts conforming to the UN Layout Key.
